Eligibility Requirements for Working With International Clients

International therapy services require careful attention to insurance, legal regulations, and payment eligibility. Therapists should ensure all requirements are reviewed and confirmed before accepting international clients.

Please make sure information and documentation remain accurate and up to date at all times.

To provide therapy services to international clients, all of the following conditions must be met.

1. The Therapist Must Have International Liability Insurance

Therapists are required to hold valid international professional liability insurance that covers the countries where their clients are located.

This helps ensure appropriate professional coverage and risk management when working across borders.

Note: Therapists are responsible for confirming that their insurance policy includes international practice coverage.

2. Psychotherapy Must Not Be a Regulated Profession in the Client’s Country

Therapists may only work with clients located in countries where psychotherapy or counseling is not a regulated profession.

If psychotherapy is regulated in the client’s country, therapists may not provide services unless they meet that country’s licensing and legal requirements.

How to Verify This

  1. Confirm the client’s current country of residence.

  2. Review whether psychotherapy or counseling is regulated in that jurisdiction.

  3. Ensure there are no licensing restrictions that would prevent service delivery.

Important: Therapists are responsible for ensuring compliance with local regulations before accepting an international client.

3. The Client Must Pay Out of Pocket

International clients are only eligible if they are willing to pay out of pocket for services. All session payments must be made directly by the client.

The following are not permitted for international clients:

  • Financial Assistance (FA)

  • Insurance billing or reimbursement through Ruh Care

4. Exception: PSSAR Clients

PSSAR clients are an exception to the standard international client requirements.

In these cases:

  • The client is expected to eventually relocate to Canada.

  • The client is considered a future Canadian client.

  • Therapists may proceed with services under this understanding.

Additional internal review or approval processes may apply depending on the case.
